Updated Nationally Determined Contributions (NDCs) need to be ambitious and lay out a path for long-term decarbonization.
2030 Goals
- NDCs ratchet up to meet the urgency and scale of the climate ambition gap, bringing the world back on track to meet the temperature goal of the Paris Agreement.
- Countries deliver on their NDCs and demonstrate that they are on track to meet targets within Long-Term Strategies.
- NDCs are used to inform investment plans and domestic budget processes to ensure domestic and international financing is aligned with climate targets where possible.

- Translating the first Global Stocktake (GST) into strengthened NDCs requires high-level political ownership.
- Countries must submit updated, ambitious NDCs that are aligned with GST outcomes to demonstrate stronger climate commitments backed by concrete implementation strategies. New NDCs should be integrated with national sustainable development plans and seek balance between ambition and investment readiness.
- The deadline for NDC 3.0 submission has been extended to September 2025, with less than a fifth of countries having submitted new NDCs to date (33 countries as of Sep 2025). A UNFCCC 2025 NDC synthesis report assessing progress will be published in October.
