Country Platforms

Country platforms have the potential to accelerate the implementation of country-driven, context-specific transition plans that align with national long-term strategies and economic goals.

2030 Goals

  • Adjust MDB & DFI operating models to move from a project-by-project approach to a country-level and country-led platform that allows a coalition of national institutions to address context-specific needs and challenges, supported by NDCs and LTSs.
  • Create long-term country-focused and country-led plans that involve a wide variety of stakeholders and consider the full impacts, direct through tertiary impacts, that the fossil fuel industry/plants have through local economic capture and dependence.
  • Country-level platforms effectively implement plans for large-scale, low-carbon transitions, like JET-Ps. -
  • Expand tenfold (to $500m) the Global Infrastructure Facility and make it open to private sector developers for reimbursable project development grants.
  • There are two main priorities when it comes to supporting country-sector platforms. First, to build a robust, country-specific data and evidence to make a compelling case for countries to formally commit to establishing a CP; and second, to define the most appropriate financing structure or vehicle tailored to each country’s national climate priorities. A key starting point for this is a root understanding of where climate finance is currently flowing and not flowing, where gaps or overlaps exist, which sectors and instruments are being prioritized, and who the key actors are. Yet, in many countries, such information remains fragmented and underutilized. Addressing this evidence gap will enable the development of credible financing plans, identify investment opportunities and strengthen engagement with both domestic and international stakeholders through a coordinated and informed approach.

Status

No progress

  • Country Platforms (CPs) are voluntary, country-led mechanisms designed to foster collaboration among development partners, based on a shared strategic vision and priorities.
  • They are emerging to be effective mechanisms through which national governments can drive transformational goals - particularly in climate and development - by mobilizing international partnerships and finance.
  • To support the Belem to Baku Roadmap, a meeting convened in San Giorgio on CPs aimed at promoting the expansion of this mechanism to additional countries, beyond the existing 11 platforms - currently at various stages of development. Considering these structures are country-led mechanisms, this work aims at understanding the potential of 10 additional CPs on scaling climate finance within the context of their articulated development plans and supporting new platforms set to be launched at COP30. While a preliminary shortlist of 14 countries has been developed based on macroeconomic indicators, there is a need to contextualize each country within its specific climate finance landscape.
